Following the announcement from the State Government today, FDBA can confirm the following will apply for the first week of competitions commencing Monday 23 Nov 2020:
- Players – Maximum 10 per team
- Team Staff (necessary to conduct activity)
- Junior Teams – 1 x Coach, 1 x Team Manager, 1 x Scorer*
- Team Manager responsible for supervision of children and assisting with use of amenities where required
- A parent/guardian/carer may attend in addition to the team staff only if they are required in the case of a medical emergency for their dependent – clubs must notify FDBA 24 hours prior to the scheduled match and a medical certificate must be provided
- Senior Teams – 1 x Scorer
- Junior Teams – 1 x Coach, 1 x Team Manager, 1 x Scorer*
- Spectators – not permitted**
- This includes parents, children and siblings of players (unless required for a medical condition as listed above)
- Face Covering – required indoors as per Government requirements for all patrons aged 12 years and over
- Not required by players & referees during physical activity but may be worn if desired
- Stadium Entry/Departure
- Patrons will be permitted to enter the venue by the FDBA Bio-Safety Officer a maximum of 5 minutes before their scheduled match
- Members that arrive early will be required to wait outside and adhere to social distancing requirements
- Complimentary hand sanitiser to be used by all patrons upon entry
- Team Staff are required to sign in on entry via QR code
- Players are not required to sign in
- Patrons must exit the venue immediately after their match to allow for FDBA staff to complete COVID safety protocol
- Frankston Stadium will have separate entry and exit points until further notice:
*FDBA understands that many parents/guardians are eager to attend a match as one of the ‘team staff’.
As per Basketball Victoria’s Member Protection By-Laws it is FDBA policy that all coaches and team managers of junior teams complete mandatory screening each season.
With this in mind it is our recommendation that clubs apply the following when selecting members to attend matches:
- Officially appointed Coaches and Team Mangers who are listed as team staff on PlayHQ should attend in these roles to complete their match day duties
- If the Coach or Team Manager is unable to attend another person may do so in their place providing they have satisfied screening requirements with their club
- Scorer duties may be rotated in a manner deemed fair by the club committee:
- FDBA recommends taking expressions of interest for this position each week and then using a random selection process to appoint the scorer (name out of a hat, etc)
- Any person appointed by this process should be ineligible for a second appointment until all available members have been appointed once
- Teams may use another method with club approval if unanimous decision can be attained
- Scorers must be compliant with section 6.5 of the FDBA Competition By-Laws
**We are currently seeking clarity on spectators for Saturday U8 – U14 junior competitions – one parent, guardian or carer has been permitted under the Third Step where a child requires supervision; however, this is currently unclear under the new 150 person patron cap.
All domestic competitions matches are currently being scheduled on 1 hour time slots to allow for sufficient changeover time with adherence to COVID safety protocol and the patron cap.
FDBA is working in consultation with Basketball Victoria and Government authorities and will provide a further update for members during the week.
After 256 long days basketball is officially back at Frankston Stadium.
